He knew (and so did Pepper) that he would be there, just not necessarily on the track. His whole plan was not to kill Tony Stark, but draw out Iron Man and kill him or at least hurt him if possible.
My biggest problem with the movie was that the second half of the movie was rushed and didn't have any real tension to it. The bad guys he fought weren't really menacing at all despite all the build-up. Once Stark fixed his suit, the movie didn't really give you many reasons to keep watching.
