No person shall engage in the occupation of rag picking, the peddling of any article or thing, or the purchasing or collection of junk by handcart, automobile or other vehicle in any public alley between the hours of 5:00 p.m. and 7:00 a.m., except in the area bounded on the north by the Chicago River, on the south by E. and W.
